English Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a latest survey of municipal councils, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that 60% of councils are planning to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and land to support their finances, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of councils attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Planned Sales

Medway Council in Kent said its property management strategy featured the disposal of a shopping centre in a local town and a community venue in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will also be sold under the plan.

Council Tax Increases and Broader Fiscal Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that over seven in ten of authorities will need to raise council taxes next spring to cover the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities this week further found council budgets being strained by the growing number of children and older individuals needing special educational assistance.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Government officials have put off scheduled changes to the Send system until next year after a white paper setting out those reforms has been postponed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (IMD) for English councils, several participating urban areas were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The data highlights the scale of difficulties facing municipal officials across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and need,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the study revealed.
